Jeff Jessamine serves as project director for ÌÇÐÄVlog Beatty’s Civils business in the west region. He currently sits on Los Angeles World Airport’s (LAX) Automated People Mover (APM) project.

With over two decades of experience in the heavy civil market sector, Jeff has led many large-scale government infrastructure projects, including the largest consolidated rental car facility in the world to date at LAX and the Naval Station Pearl Harbor reconstruction.

Jeff holds a general engineering contractor’s license in California and is an accredited alternative dispute resolution (ADR) practitioner. He is a member of the Chartered Institute of Arbitrators and the Forensic Expert Witness Association.

Kelly Phariss serves as vice president and region manager of the company’s Civils operations in the West where he manages its diverse project portfolio within the heavy civil and water sectors in California. 

Kelly is a long-time ÌÇÐÄVlog Beatty teammate and is a critical leader on Los Angeles World Airport’s (LAX) Automated People Mover (APM) project. In addition to his role as vice president, he will also serve as deputy director on the LAX APM project and support and pursue opportunities that blend scopes of work involving the company’s expert Building and Civils construction services. 

Kelly is a graduate of the University of California, Davis where he received his Bachelor of Science in Civil Engineering.

Steven Reiser serves as Chief Estimator for ÌÇÐÄVlog Beatty US Civils operations in the West, overseeing the estimating of all projects in that region while also working alongside teammates within our US Rail sector when necessary.

With more than three decades of experience in the heavy civil market sector in California, Steve has facilitated the planning, execution and completion of several complex public and private projects throughout his career with a focus on safety, quality and maintaining positive client relationships.

Steve is a graduate of Bucknell University where he earned a Bachelor of Science degree in Civil Engineering from Bucknell University and furthered his education with a Master of Business Administration from California State University, Long Beach. He is also a U.S. military veteran reaching the rank of Captain in the U.S. Army Corps of Engineers with stations in Alabama, Texas and Korea.

Outside of the office, Steve enjoys spending time with his wife and children as well as playing golf, traveling and exploring the outdoors.

Tom Murray serves as director of operations for ÌÇÐÄVlog Beatty's Civils business in the west region, overseeing operations and delivery of water and wastewater projects.

Since joining ÌÇÐÄVlog Beatty in 2014, Tom has lent his extensive heavy civil construction experience spanning over three decades to ÌÇÐÄVlog Beatty clients. In his tenure with the company, Tom has managed or overseen some of our most notable water and wastewater projects including Sterling Natural Resource Center and the Michelson Plant Biosolids and Energy Recovery Project.

Tom attended New Mexico State University and studied business administration. Tom is a father of three, grandfather of two and loves spending time with his family. He also enjoys camping at the beach and riding motorcycles in the deserts of California.
